On April 22, 2004, Lieutenant David Uthlaut received orders from Khost, Afghanistan, that his platoon was to leave the town of Magarah and "have boots on the ground before dark" in Manah, a small village on the border of Pakistan. It was an order the young lieutenant protested vehemently, but the commanders at the Tactical Command Center disregarded his objections. Uthlaut split his platoon into two serials, with serial one traveling northwest to Manah and serial two towing a broken Humvee north toward the Khost highway. By nightfall, Uthlaut and his radio operator were seriously wounded, and an Afghan militia soldier and a U.S. soldier were dead. The American soldier was my son, Pat Tillman. The Tillman family was originally informed that Pat, who had given up a professional football career to serve his country, had been shot in the head while getting out of a vehicle. At his memorial service twelve days later, they were told that he was killed while running up a hill in pursuit of the enemy. He was awarded a Silver Star for his courageous actions. A month and two days after his death, the family learned that Pat had been shot three times in the head by his own troops in a "friendly fire" incident. Seven months after Pat?s death, the Tillmans requested an investigation. Boots on the Ground by Dusk is a chronicle of their efforts to ascertain the true circumstances of Pat?s death and the reasons why the Army gave the family and the public a false story. Woven into the account are valuable and respectful memories of Pat Tillman as a son, brother, husband, friend, and teammate, in the hope that the reader will better comprehend what is really lost when our sons and daughters are killed or maimed in war. In the course of three and a half years, there have been six investigations, several inquiries, and two Congressional hearings. The Tillmans are still awaiting an outcome.

The Wallace investigation confirmed the results of the DOD IG report on this key point. The soldiers who handled the investigation and family notification made many mistakes. They did not follow Army regulations or DOD policy but they did so unknowingly with no intent to deceive. They had evidence of fratricide and initiated a friendly fire investigation the day after Corporal Tillman's death, with the intention of finding the truth and releasing their results upon completion. Mistakenly they conducted their work believing that they were to keep all information close-hold, including keeping it from the family until the investigations were complete and approved by higher authority. The soldiers on the ground kept their chain of command fully informed. Almost incredibly but true, this misunderstanding of Army regulations and policy about secrecy was shared up and down the chain of command, up to and including Lieutenant General Kensinger, commanding general of the U.S. Army Special Operations Command. As a result, the truths ultimately uncovered by their investigations were kept from the Tillman family and the public for a month while misinformation went unchallenged and uncorrected. According to Field Manual 100-5, fratricide is defined as the employment of friendly weapons and munitions with the intent to kill the enemy or destroy his equipment or facilities which results in unforeseen and unintentional death or injury to friendly personnel. In the Air Force, it also covers the unintentional destruction of friendly assets. Military documents note: "Fratricide strikes hard at the psyche of the military and inflicts compound detrimental effects on combatants. Effects of fratricide include hesitation to conduct limited visibility operations, loss of confidence in the unit's leadership, increase of leader self-doubt, hesitation to use supporting combat systems, over supervision of units, loss of initiative, loss of aggressiveness during fire and maneuver, disrupted operations, needless loss of combat power, and general degradation of cohesion and morale. However, fratricide should be reduced, not eliminated. The noble goal of total elimination is unrealistic and may be counterproductive. An Office of Technology Assessment report asserts the elimination of fratricide should not be pursued and may be counterproductive. Overly restrictive rules of engagement, for example, may so reduce combat effectiveness that casualties inflicted by the enemy increase more than friendly fire losses are reduced. This is in concert with the Doctrine for Joint Operations which indicates that commanders should seek to minimize the potential for fratricide while not limiting boldness and audacity in combat. Fratricide results from multiple causes including malfunctioning equipment, navigation errors, poor communications, poor planning, lack of discipline, and misidentification. • Game Journal: Cardinals at Redskins, 9/21/2008
Back in the preseason Mark Newgent of Redskins Examiner invited me to the the Bills game, I was unable to attend and asked him to keep me in mind for future games, he is a second year season ticket holder. A week ago he gave me a heads up on extra tickets he had for the Cardinals game, I said hell yes and dragged my Swarthmoron neighbors Bill and Paul and we made a day of it. After a 30 year career on radio in markets from New York to San Francisco to satellite and network, David H. Lawrence XVII decided to make a change.
